Anyone who may think there is a cause for concern or that harm could be done to a person or property.
Remember a scaffold is generally inspected every 7 days a lot can happen to it between inspections. In Australia the regulations are inspection every 30 days which means a lot can happen to a scaffold.
Of course if a scaff tag is removed for whatever reason anyone working on the scaffold should be called down and the relevant safety authority and scaffold contractor informed immediately.
Just removing the card won't do a lot ? Yes remove the tag however let the correct person no why you have removed it so they can do somthing about it.
removing the tag wont stop a person falling off, if the handrail has been removed.
as previopusly stated anyone can pull the tag.it should then be reported to the safety dept or the scaffolding dept to make sure the job is safe and fit for purpose.
we all have a duty of care for the sasfety of ourselves and others.

As said previously get the workers off the scaffold and report it so the problem can be addressed.
I am sure everyone who has had an induction has been instructed only to use scaffolds with the green tag?However it is everyones responsibility to ensure the temporary structure is safe to use. Maintaining a safe workplace is everyones first responsibility and all hazards identified and corrective action taken.
One of the problems I have encountered is that scaffold users are only told to check the tag. More emphasis needs to be put on what to look for.
well theres your first comeback against him,dont bring ego into it like a know it all but merely point out to his superiors that safety is always your first concern,you have no problem if people pull the tags even if they are not sure if there is something wrong,but if there own safety officer pulls them and cant tell you why he has pulled them how would he spot if there really was a problem,
say a safety officer should instill you with confidence and knowledge of his position as lives depend on it and let them stew on that while you walk out the room,run to the job and make sure it looks like the hse put it up themselves lol
and then expect every other job for this outfit to be gone over with a fine tooth comb for a bit,not a bad thing and keeps you honest
