Tying hoists to scaffolding

we always tied the hoist onto a hoist tower with 2 doubles pinched onto the runners and wing braced every lift , i never seen any problems with them ?
 
The client demanded a T.G 20 report to determine the class of tie blah blah blah. Then they wanted to fix a hoist to it after all testing is done. I have absolutely no idea what effect a hoist would have on these light duty ties due to different load and extra vibration. I honestly would have no problem with it if I thought it wouldn't affect the ties but I think a HSE inspector would be looking for more than a T.G20 report if he came on site.
