Pricing internal Birdgage

How many scaffolding companies get a design for say a birdcage to a sports hall for painting the roof and walls, and if they did they would have priced themselves out of the job
 
i know what your saying but its something that needs taking into consideration when pricing, if the main contractor is only a small outfit fair play if not it may need drawings
 
By the stupid rules and regulations that are out at present we all know that a drawing is required but how many do it ?????
