Calculating scaffolding squares

I need help guys, when you calculate scaffolding squares for price work do you take hight from ground to last boarded lift or to the last handrail? For example you have 10ft long x 10ft (to the boarded lift), but you have 4 handrails on last lift, and last one is 7ft from boarded lift. So how many squares is it?

10ft x 10ft = 1 SQ
or
10ft x 17ft = 1.7 SQ

I've read before that it is to the last boarded lift.

Obviously if you're putting a lot above that you may want to adjust your prices.
