Working at Height Hierachy?

Can anyone tell me how this should work? I understand the hierachy but then do not understand how all these main contractors and moral highground housebuilding companies use bean bags when birdcages or safety deck could (should) be installed?

Brean bags !!!!!!!!!!!! We sometime get asked to put them in each room where scaffold is being erected, no one is contracted to do them.

Main contractors wont pay out for birdcage/ crashdecking too expensive.

Internal walls built off bandstands either have to have handrails, or 2 layers of bean bags layed next to them

yes mate totally right BUT just because they won't pay for it does not mean its right - we all get ball busted about doing things right then when if suits they don't follow the law cos its too expensive??
