Default Handing over
If a Scaffolding is not handed over but someosomeone on site puts a ladder up to use it are you still liable I can't find the rules and regulations on this any help would be much appreciated thanks

Provided the ladder was not supplied with the scaffold and was introduced by a 3rd party you can not be held responsible for the actions of someone else prior to handing over a scaffold.
However until it has been handed over and accepted (signed for) by the client the scaffold company is responsible for the condition of the structure.
