We used to put them opposite years ago.
Used to put two transoms tight against the window reveal, fix the clip to the transoms on inside ledger then push the other end of the transoms opposite ways as hard as you could. The thing would never fall over.
Another trick was put a transom a bit up the face of the building and put a clip on the outside ledger before pulling the inside down. Solid as and good for another 5 lifts.

as Happy says bolts on the inside of the ledger was what i was taught , pulls the clip inwards , same as a temporary brace you put the bolt on top it tends to lift the tube , you put the bolt on the bottom it pulls it towards the ground
 
all scaffold clips should be on the inside so when you are erecting they don't slip out of the gate especially on cantilever scaffolds

Always taught bolt inside as if it pops out of the gate you dont tumble off scaffold!

Basically butting the building with the transom but by putting it up the face of the brick first you get a tighter fit..( it also pushes your outside standards out of plum but you correct this next lift) as far as I can make out (use a cap )
 
The fittings would be used as per the manufacturers instructions. Ive never seen any info or specs that say the bolts should be fixed a certain way. But scaffolders pick things up from other scaffolders , some say it pulls the transom a certain direction when tightened.but the bottom line is that it really doesn't matter the strength remains the same regardless of the direction unless the manufacturers specs says otherwise

I know there is maybe not much in it, but
having the bolts inside is less work coz they are closer and reduces the risk when you drop your spanner.
