I have a job erected for a company who have just had it inspected by their safety man who wants ladder hatches (18) put on this job
Is it a legal requirement or is the safety man trying to justify his job ?
 
You have to provide a working platform free from a risk of a fall under the working at height regs, fall down a ladder gap is a fall. Are they stacked on top of each other?

That always makes me laugh, no matter how perfect you think your job is it still has to be inspected, it's the law. So there is no need for him to justify his job. If anything it's better for the inspector to find nothing.

Yes, simply put all ladder openings have to be protected. Not having ladder traps or hatch's etc means the scaffold can not comply with the work at height regulations as there are 18 holes in your scaffold.
