A new one on me (1 Viewer)

Tube and fitting. External façade bracing on every bay fixed dog legged on Aberdeen transoms using doubles. Internal bracing on same bays fixed from top handrail to node point of lift using swivels.
No bracing on inside standards and no ledger bracing.

For whatever reason the sway braces every bay is quite common here (not by me) I have always assumed it is because of a lack of knowledge to be honest?
 
That arrangement would not normally add any strength to the external face, unless the scaffold is tied to both ends at the top handrail height.
 
Tell us about the tie arrangement and the height of the scaffold?
