Builders put portable toilet on the first floor of scaffolding over pavement

And there's me thinking dogs poo on the pavement was bad enough, still i expect the builders were on time & turd when they installed it.
 
I cannot think of one wrong thing with this lets look on the positive side save on water send the package straight to the path and you don't have to sit down
 
I'm not sure if I am looking at the picture right, but believe it or not, I'd be more worried about the lack of a handrail to access it.
 
The door is on the protected end with an opening from the access scaffold side (see both pictures)
