what is the current understanding regarding handrails and all that **** are you allowed to be 2m back from a leading edge without a handrail
im getting a load of **** and require some clarification

No, if you can fall and injure yourself or somebody else there must be some means of fall arrest. WAHR 2005 is what you will be getting quoted by the people giving you hassle. Use a work restraint harness to get around it.

If your working on the roof there ought to be something in your risk assessment detailing how you're going to carry out that work, this is from the wahr


Danger areas

11. Without prejudice to the preceding requirements of these Regulations, every employer shall ensure that—

Your never far wrong marra. As per SG4 you do have to clip on within 1m of a leading edge.
 
if you're working within 2m of the roof edge you still have to have a safe route to the working area and physical barriers in place as a minimum requirement.
