Four construction workers plummeted to their deaths Thursday afternoon when scaffolding they were working on gave way on the 13th storey of an apartment highrise in Etobicoke, the northwest end of Toronto, at Kipling and Finch Ave.

"The men were hired to do repairs to balconies of this apartment," Toronto police spokesman Cst. Tony Vella said.

"For unknown reasons, the scaffolding broke, and the men fell 13 floors," he said.

Bystander Raymond Allard told Global Toronto he saw a man hanging from a balcony and immediately called 911.

"He was trying to pull himself up onto the balcony," Allard told Global Toronto. "I was in shock."

Allard said he didn't see anyone on the ground until emergency crews arrived.

The men were pronounced dead at the scene, according to Rod Hicks, duty officer with Toronto Emergency Medical Services.

A fifth man was taken to hospital with life-threatening injuries.

The accident happened just after 4.30 PM at the rear of the building. Global Toronto cameras showed the scaffolding hanging precariously, attached on only one side.

The ages and names of the victims were not immediately released.

Vella said the provincial Ministry of Labour had been called to the scene and that foul play was not suspected.
