Plans to replace a busy Croxley Green scaffolding yard with five detached houses are likely to be refused by councillors later this week.
High Rise Scaffolding, in New Road, applied to Three Rivers District Council earlier this year for permission to build the homes.
The company, which has been in dispute with neighbouring residents over its noise levels, said it would relocate to a quieter area if and when the plans are approved.
However, the council’s development control committee, which will meet on Thursday, has been advised by experts to refuse the application.
A report published this week by the council’s planning department described the scheme’s design as “poor and cramped”.
